There are a few companies that offer insurance with No Upper Age Limit. Obviously some cover is better than others, so be sure to check the policies before committing yourself. Here's a few to try:Help the Aged Travel InsuranceAge Concern Travel InsuranceSaga Travel InsuranceFor those with pre-existing medical conditions, try MIA Online

Have you tried EHICPlus? This is a new Travel Insurance which has NO upper age limit. Their prices are also extremely competitive. They can offer annual multi-trip insurance for an 82 year old for £40. I don't think you will beat that in a hurry! You can call them on 0208 770 2778. They also have a very high tolerance for pre-existing medical conditions. The policy is effectively a 'top-up' cover which works in conjunction with the EHIC card. You apply for an EHIC card (free) which entitles you to free or greatly reduced medical care in Europe, then buy EHICPlus insurance to cover additional expenses such as repatriation costs, lost baggage, etc.
